I am having the same problem - I am unable to submit proposals because of my address. I recently moved country and changed the address. All fields are complete but I cannot submit proposals.

I am having the same problem since today. I have a profile picture, my address is filled out completely, my account is verified. I even have an ongoing contract right now.
For some strange when I try to submit a proposal it says
"Sorry, we were unable to save your application.
You must update your address before you can submit proposals."
