I am having the same problem since today. I have a profile picture, my address is filled out completely, my account is verified. I even have an ongoing contract right now.
For some strange when I try to submit a proposal it says
"Sorry, we were unable to save your application.
You must update your address before you can submit proposals."
Thank you for reaching out to us. I checked this for you and looks like City field under your address information is still not filled. Please, log in to your account and fill all the fields under your location information.

It looks like you are yet to update your profile address, and update your profile according to the recommendation on this support ticket. Please check the ticket, and Goran's instructions above and update your profile accordingly. Once updated, please reply on the same ticket thread noting that you have updated your profile so that the team can proceed with their review.
