To submit a proposal, update your address

I just can’t seem to try to submit any proposals. I just updated my address (I’m assuming they mean in the “tax” section) about an hour ago. I keep getting this error.

I checked your account, and it looks like you have not completed your address information. Please check your Settings> Contact Info> Location, and kindly make sure to complete all the requested information.
