Top Rated Badge without a Job Success Score?

I have met all the requirements of being Top Rated but I don't have job success scores since I have a long-term contract.
Is there any possibility to get Top Rated Badge? And if I get it, when will I get it?

Job Success score -  Not yet available
12-month earnings  - $1530
Long-term clients - 100%
Recent account holds  - 0
Top Rated eligible weeks - 16 of 16

Having a JSS score is one on the requirements to get a Top Rated Batch.
