Top Rated eligible weeks are stuck

Hello,

My Top Rated eligible weeks are stuck at 4 of 16. It's not increasing. As I have had a JSS score above 90% for the last 3 months. But my Top Rated eligible weeks are not increasing for the last 2-3 weeks. 

What is the problem?
Please Help me.
