With 12 month earning, the should be job score 90% above.

It's enough 1000$ in 12 month for Top Rated or it must have a 90% job score.

You have to fulfill *ALL* the requirements. Earnings, Profile completeness, no account holds, 13+ eligible weeks and a 90% JSS or better.
