Hi Muhammad,
Top Rated Plus is our way of highlighting freelancers and agencies who consistently perform on large contracts at the highest level. They put in the effort and we want to make sure they’re recognized for it. They stand out by delivering premium quality on high-budget or longer-term jobs while “Top Rated” is professionals who have built a strong reputation on Upwork by getting positive feedback from their clients, time after time.
If a talent or agency is part of the Top Rated Plus program, they will have a dedicated badge on their profile and proposals which will be visible to Upwork clients on a paid plan (Enterprise, Business, and some Plus clients) and on your projects on Project Catalog. Talent will be able to achieve a new tier, called Top Rated Plus. if they meet Top Rated requirements and have success on a large project on Upwork.
