That's normal. You have 7 non-eligible weeks in your 16 week window, and until the first of those non-eligible weeks falls out of your 16 week window, the number of eligible weeks stays the same, as for every eligible week you add, an eligible week falls out of the 16 week window. With every week that passes, the 7 non-eligible weeks move one slot further towards the end of the 16 week window, until they start falling out.

Here is an example where the eligible weeks were stuck at 12. Yours would be similar, just your "red" block would be 7 weeks rather than 4
