Everey Monday starts a new week with new weekly timelog, but mine hasn't changed from yesterday, so I can not track time today for my hourly job because it says that I have reached the limit.
Any help?

The Upwork work week ends each Sunday at midnight Sunday Greenwich Mean Time.
I am usually in the US Eastern time zone, so any work I book with TimeTracker after 7:00 PM Sunday New York time is booked by Upwork's system as work done the work week beginning the next day.
Depending on your time zone in relation to GMT/UTC, work you do might be calculated in Upwork's system as occuring on Monday.
Is this applicable to your situation?
