Hello, i made a withdrawal to my local bank account, i got this message"Transaction is due and has not been paid", whats does it mean? Help me please!

Hi, I just got the same message when withdrawing my funds but to my PayPal account. Last time I did that, the transaction was immediate. What could be the problem?
