Trouble working with UpWork!!!!!!!!!

Good morning,
Lately it seems to have become very complicated to work with UpWork.
Clients contact me, and then either don't send the work or don't even reply after they have sent a work proposal, even though I have accepted their terms and conditions.
I don't understand what is happening in UpWork, then I get many notifications from clients who would like to work outside the platform and send links on telegram. I have often reported these situations with the inappropriate 'flag'.
I wonder how one can continue to work on the platform with peace of mind if there is no seriousness in the proposals and customers....
Can anyone refute me?
