USD to INR Exchange Rate

• My question is, when I transfer money from my upwork account to Indian bank then at that time how to find out current exchange rate? I know it shows 'last exchange rate' so do I get money according to last exchange rate or current exchange rate?

I do not think there is any way to know the current exchange rate before you withdraw the funds to the local bank. 

However, once you withdraw you will receive an email with the subject "Your payment has been processed", which should have all the information about the exchange rate applied and expected value of funds in local currency! You probably know this!
