Unable to apply funds.

Hi, I'm trying to withdraw my earnings to my PayPal account but an attempt was failed twice. I have received the latter form Upwork wich noticed me that my withdrawal was refused due to:

The reason for returned funds: Unable to apply funds.

Please can anybody help me to solve this?
