Unable to get Rising talent

Hello Upwork Community,

I am reaching out regarding my friends profile. He is new to upwork and could not write to community or ask direct help from you simply becuase he is unable to do it. His name is Farrukh Giyasov in Upwork and he could not get his Rising talent. He did everything what was written in the criteria for getting Rising talent badge. He maintained 100% profile, he passed Upwork Readiness Test, still he could not reseive his rising talent badge. Please could you assist him or could you open a case on his name so that you could talk with him directly. I know that you could not discuss someone profile with me but please at least could you wirte him to his email or open a case on it
