Unable to process payment

I linked my paypal to my upwork account and i waited 3 days for the payment method to be activated. I tried withdrawing money from my available balance. I'm having withdrawal issues, it is showing unable to process payment and it bounces my money back. My name and details matches my paypal withdrawal method. Any solution?
