Unable to send a proposal.

Hi!
I have recently joined Upwork and created new profile. After searching for jobs through Find work > My feed or Recommended and trying to send quite a few proposale each and every one of them says: 
"Sorry, we were unable to save your application.

This job is private. Only freelancers invited by client can view this job."
I have already cleared my cache and cookies, still not working.
