I am unable to submit Upwork proposal. While clicking on any requirement it shows me the attached screen where I need to contact manager. However I can bid proposal under agency.
What I need to do, If I want to submit proposal as freelancer?

The message says your manager needs to update your rate, so have you talked to your manager and asked him to update your rate?
