Unable to submit a proposal

Hello I am unable to submit a proposal, just unable to click the button, not getting any message, can anyone help me?

Hi Amit,

In order to be able to send proposals, you will need to update your profile up to 100% and update your hourly rate to at least $3 per hour. Once this is done you should be able to start sending your proposals. Thank you.
