Unable to submit proposal, I required have connects

I am trying to submit a proposal - I have 40 available connects, and required are 2 connect. I think asks me to ask manager to buy more connect.

Thank you for your message. I see that your profile is set as an Exclusive agency member. As an exclusive member of the agency, you can only use your agency membership plan.
