I have got an offer few days ago consist of two milestones. I have submitted the first one and got the payment. Now I am unable to submit the second milestone. Please look into this issue. Thanks in advance.

I've checked and can confirm the second Milestone is not funded yet. You need to communicate with your client and ask them to fund the second Milestone so you can submit your work and request payment, in case you haven't submitted the finished work already.
