Unable to upload profile phoo

Hey support team, hope someone can help with this. I've cleared cache and cookies, ensured the photo is 250x250 minimum and also captures only my head and shoulders yet I still cannot upload it using Chrome browser or the Upwork Freelancer app. I can't even upload the file using this email. Please advise. Thanks.
