Unable to verify that I am located in the USA.

I've been waiting for more than 2 weeks for Upwork to verify that I am located in the USA using the alternative verification method. 

Each time I check to see if I've been verified, I'm greeted with this message "Thank you for completing the Upwork ID Verification upload. Please allow 3-4 business days for your ID Verification to be completed.".  What do I have to do to definitively finish the verification process?

I did this and was told that if it failed to use the alternative verification method instead. I did that and now the page just tells me to wait.
