I intend to report individuals engaging in fraudulent activities on Upwork. While I initially perceived Upwork as a trustworthy platform catering exclusively to diligent freelancers, my recent observations have revealed the presence of numerous scammers. Upon joining the platform, I discovered that some of my acquaintances, who are not developers by profession, are actively working as developers on Upwork. This has raised concerns, and I am seeking further clarification on how individuals with unrelated professional backgrounds are gaining access to and operating within the development sector on the platform.

An year ago any testing was removed and unskilled freelancers are wellcomed. Your acquaintances able to declare any level of skills them want. Upvrk no longer considers this a fraudulent activities.
Of couse you can report them but with high probability your report will be ignored.

I mean I know Denys and he is not a developer. It seems like he is renting his account to other developer. I know it's not allowed in Upwork.

Account renting was very popular before.
But it is no more actual. No fool would give a penny for an Upwork account. The site has lost its reputation and there is no work here. Anyone can open an own account here quickly and for free.
