Unresponsive client of a half done job

I started a job for a dashboard design. 
Client started it as a one milestone job. 

He put money in escrow and then went off for days. 
Meanwhile I completed some common sacreen(which didn't need his involvements)

Whenever I messaged he didin't replied. 

But once I said, Ill submit job by myself and close it. That time he replied, he's busy and will start our part in a week. 

But he's again a ghost in my chat. 

Now upwork has closed this contract. 

 

I know many of you will ask me to submit work and ask for money. 
But I only have completed like70-80% of job and some part is left because I needed his involvement. 
How to respond in this situation. I don't want to take money if its not completed. 
But also don't want to waste my 70% of job efforts.

Too late. You can't submit anymore. The contract is closed. You should have done that at some point during the last 3 months....

 

The only way to get any money is either for the client to pay you as a bonus or if you file a dispute (decline the request for the return of the escrow funds).
