Uploading of Messages

I have submitted a number of proposals but only gotten 1 message back in response to them.  I want to confirm that the message part of upwork is working on my login.  Then, I can be clear on the reason for the lack of response.  Thank you.

Yes. Upwork messages are working as intended.

If you did not receive a response from a client, it is because the client is either still working through the proposals he received, or he saw your proposal and already decided to go in a different direction.
