It's $ 500 with any one client, for contracts with THAT client only.
It is not $ 500 overall.
No matter how much you have earned, contracts with any new client (except for Enterprose clients or featured jobs if you are top rated) start at 20%

It's per client, not for your whole account. If you bill client A $500, then your next $500 job will have a $50 fee instead of a $100 fee (with client A). If client B comes along, you will still be billed with a 20% fee.
