Hoping a forum mod will come along and explain why a job post I looked at this morning contains this sentence at the start of the post: "Please note: If you have previously applied, please apply again. It's likely that we did not see your proposal. Upwork deleted all submissions."
Is this client ill-informed? Is this referring to talent specialists trashing bids (sorry to rear this ugly head again). What could they possibly mean by this statement?

One possibility would be that the job post originally violated the terms of service in some way and was killed off, and the client reposted it.

Well, yes, that is one possibility (and that occurred to me as well) ... but we've been told a lot of things that turned out to be not so true.

They archived proposals, they didn't (exactly) delete them, although of course in most cases the end result was pretty much the same.
We have been told that they no longer do archive / delete/ hide them.

Is there any possibility that Upwork is deleting some proposals? Since the middle of this month, I am feeling something very wrong here. From 13th of this month, I have applied for 11 jobs within 3 or 4 days and I wasn't called for a single interview and it's very unusual. I should get at least one interview! I have totally stopped to apply after that. I am thinking, as I am still using free connects, so that might be a reason to stop to reach my proposal to the client because I know many freelancers are paying for connects to apply to a job. Though still 50+ proposals are submitted for a job within a few minutes which can't be good!

Thanks for the update, Vlad ... I'm guessing there was something in the RFP against TOS. That said, I find it troubling confusing that the client is apparently not aware that those proposals still exist, else they would not have made the statement that they did not see proposals because Upwork deleted them. I don't know how things look on the client-side. How hard is it to find archived proposals?

It looks like this. This is a job in which I hired and which I closed:
This is one that I closed without hiring anyone:
Note that which folders are displayed on the lower line depends on the tab you selected on the upper line. It is only when you select the Review proposals tab that you see the Archived folder.

As I read this narrative, it was Upwork that automatically archived the proposals when they did whatever they did to the original RFP. When it was reactivated, the client overlooked the existence of an available tab of archived proposals—as indeed I did when first comparing René's screeshots, despite already having a context the client likely didn't have or didn't understand.

So, am I to understand this proposal archiving by Upwork was related only to one specific RFP, or is it an ongoing concern when Talent Specialists are engaged?

As I read this narrative, it was Upwork that automatically archived the proposals when they did whatever they did to the original RFP. When it was reactivated, the client overlooked the existence of an available tab of archived proposals—as indeed I did when first comparing René's screeshots, despite already having a context the client likely didn't have or didn't understand.
Judging by my experience, clients (especially new ones) don't understand, or more likely don't take the time to poke around and see where things are located. It's a concern if folders (archived or otherwise), are not readily or easily found.

I don't think it is Upwork's fault if a client messes up their RFP then posts accurate information when they re-post the thing. It sounds like the client didn't take the time to learn anything before posting the first time and compounded the error by not investigating further before posting again. How can Upwork plan for every hissy fit?
