There is no single answer to the question about how to classify Upwork fees.
It will depend on where you live, how you file, whether you are the client or the contractor, what method will save you the most money, etc. Remember that Upwork users include single individuals and businesses, individuals classified as businesses, charitable organizations, LLCs, and many other classifications, living in nearly 200 different countries.
