Upwork Plan and Fees Changes

Can anyone please clarify this? Received the mail today from Upwork.

I didn't see any email like this.  Do you also have an Upwork client account?  I know they announced major changes to the client accounts, but I haven't heard of any changes to fees for freelancer accounts.

Marketplace fees are for the Clients

I understand that: That is why I provided him with the links to the fees for the Clients.  However, his post title is asking about 'fees and plans' - which actually apply to both Clients and Freelancers.  Freelancers can buy 'plus' plan subscriptions too and definitely pay 'fees' for each dollar they earn.  The fact that he posted the quesiton to the Freelancer board led me to believe he was confused about the who those 'fees' in the e-mail impacted.  I think the problem is the e-mail UW sent out is sloppy and unclear and should mention specificially that client accounts are being changed, especially if they know some users have both freelancer and client accounts.
