Upwork Service Fee

Hello, Im having trouble about understanding the service fee. 
20% for the first 500 and then it should be %10 right? But I have the servicing fee for 17%.

why is this happenning? I have already pass the 500 limit on my earnings.

The fee is PER CLIENT.

After you earn $500 working for ONE CLIENT, then your fees drop to 10% for all subsequent work for THAT SAME CLIENT.
