OK even if not for agencies, but i need a downloadable document as a PDF, not a website. I need to print it out and submit with the rest of my immigration papers.

The PDF is a copy of Upwork ToS that can also be accessed here. Unfortunately, it's not possible to shorten it as it would exclude many important terms.
