Upwork Valid VAT number and certificate of fiscal residency

Hi,

My tax advisor and accountant is telling me that the Upwork VAT number on Upwork's invoices is NOT valid for European Union.
Please provide me a valid VAT number for Upwork for the EU (as I provided a valid VAT number in my account on Upwork).
Even though I have an invoice with reverse charge from Upwork the accountant cannot declare it as a EU transaction because the VAT number is not valid.

Please send me a valid VAT number for EU and the country in which this vat should be declared.

Also, please provide me your certicate of fiscal residency.
