With UBER and LIFT, will Upwork be required to have all members be considered as employees?  If so, how will this affect us?

Not likely.  How it affects you will depend greatly on what field you are in and whether or not your particular work and relationship with the employer meets the ABC test.  Additionally, specific fields are exempt from this legislation, such as lawyers, accountants, and other professional services.
