Upwork failed to validate my otherwise correct Tax Identification Number

Hi,

I'm a resident of Belarus and per the https://support.upwork.com/hc/en-us/articles/211061278--Value-Added-Tax-VAT- filed a valid Tax Identification Number in order to handle VAT myself but been told Upwork couldn't validate it. Twice in a row.

I've an actual government-issued paper certificate with my name, photo and said number on it. How do I submit the photo of that certificate to Upwork and would that help validating the TIN?
