Upwork fee 10% for a small job with a new client

Hey everybody,

I submitted a proposal to a 50USD job with a client whom I never worked with before, and Upwork is asking for 10% fees instead of the usual 20%. How come?

It was either an Enterprise client or a featured job (if you are top rated.)

The latter, featured job and I recently made top rated. Sweet.
