Upwork not allowing me or my client to setup a milestone

Can anyone help me regarding setting up milestones.. Both my client and myself have tried to create a new job post that allows to use milestones.  There is an image floating around that's showing that you need to prepay or something but I'm not getting that option.  We are both just posting the project which is $1200 and I'd like to have some milestones.  I don't understand why it's not giving me an option.
