Hi, 

I am new to Upwork and had someone contact me for a potential engagement. I provided a proposal and my resume on request. Now they are asking me to contact an HR person at an email address outside of Upwork. 

Does that comply with the rules of this platform?

HR is a red flag for me.  It's probably a scam.

Don't accept any pay off the platform and don't begin work without a contract showing in your "My Jobs" tab

To add to what Christy said - it's important that you report this to Upwork CS as well. And be sure not to communicate any more with this "client".

In case you decide to communicate with this client, please note that you should only start working once you have an active contract on Upwork, use Upwork Protection Programs and only accept to get paid through the platform. If your client asks you to provide unpaid test samples, offers to hire or pay outside Upwork or displays any of the red flags listed here, please stop communicating and report them to Customer Support.
