Upwork take more fee than normal

I know upwork rule is 
0-500: 20% fee

500-10000:10% fee
Above 10000 5%

But somehow upwork charge me 15% even i pass first 500$
Please explain why this happen?

I think it's because it's by range so you get 

 

20 % on first 0-500

 

 then 10% on the 500-10000

 

So ie you receive 1000$ =>1000-  (500*20/100)  - (500*10/100) => 1000-100-50 => 850

Fees are reduced after earning a certain amount per client, not overall.

But why i got 15% fee ?

It is not a 15% fee.

It was 20% on the first $500 and 10% on the rest.

And i earn more than 500$ from this client already, as you can see, why i still got more than 10% fee
