Upwork technical team working since 2 months

I don't know why Upwork kidding with me? Since 2 months they are still working and they don't provide me any solution for that? I don't believe it. also, my  Top Rated eligible weeks are the still same and decreasing but it would be more than 13+ but its not working since 2 months. It was 16 but still 6. I want solutions otherwise please close my account.
