upwork will hold it.It's my third withdraw but I don't no why upwork hold it.

 Is there any discrepancy on your profile? Is your Payoneer in your name? Are you really in Dallas, Texas?

Yes, you are right.

I have used my father's Payoneer card and I have not my card.

Note that you need to use a payment method in your own name and won't be allowed to use accounts registered by other people.
