Yesterday I used VPN while logged in to my Upwork account. Is that an Upwork TOS violation?

Hi Nirmal,

Using a VPN is not a violation of Upwork's TOS. However, be advised that if there are inconsistencies with your IP address, your account may be flagged to prevent unauthorized access to your account.

I don't know why, but I can't use vimeo.com in Kyrgyzstan, but can use it with my VPN, based in Netherlands. If I will use this VPN with Upwork site and upwork desktop timer, will my account disabled or not? Account registered in Kyrgyzstan.

As Valeria explained, it is absolitely FINE to use a VPN, and if the system detects something unusual, Upwork may contact you to clarify, just to make sure it's you using the account and that your account isn't compromised.
