I am interested if it is against TOS to use projects from Upwork as reference in my resume or some public website, like LinkedIn? Thank you.

As far as I'm aware, the non-circumvention clause only applies to clients you find/contact through Upwork itself. So I doubt there would be anything Upwork would be worried about. You're just showing examples of work you've done and who the work was done for.
However, putting stuff you've done for Upwork clients on your resume would still be something you would want to clear with said client, as they are the ones who own the rights to whatever you produced for them. Even if it's just a text section saying "hey, I worked with $CLIENT on $PROJECT", I would still clear it with them as it would be the ethical thing to do. Stores don't publish customer lists, and neither should you.
