There are plenty of jobs that mention that you the freelancer should be the owner of the site.

I don't think so. The posting says,"I am looking for an AWS expert to help setup my AWS account for optimal delivery of video and photo content delivery.
You will own the setup and implementation of AWS configuration for my new website."
To me it means you will be responsible for the set up. Looks like a long term job. The posting does not however say what kind of video and images are involved though.

"You will own" or "take ownership of" in job descriptions usually means exactly what Prashant said.
"Take it on and be fully responsible for... "
