After logging in to my account, I'm always automatically redirected to https://www.upwork.com/ab/payments/tax-info/vat, which then gives me the following error:
We can't complete your request now.
We're currently experiencing an abnormally high volume of traffic.

I've tried clearing cookies, different browsers, etc, but nothing helps. Frustratingly, the entire site seems to be unavailable when you're at this screen, no options to log out or whatever. According to https://status.upwork.com/ there are no current issues.
How do I fix this?
