The Proposals page has been inoperable for about twelve hours now, and attempts result in the error message: "We can't complete your request now. We're currently experiencing an abnormally high volume of traffic." Also, the message system is intermittent
As I have said before, these outages make the reply to invitations metric unfair to freelancers and should be discontinued from the My Stats / CS score system.
ADDED: On a more positive note, although I am no longer part of the Top Rated program because I have less than the required 12 month earnings, when I went to the Upwork Help page, I found both the phone number listed and a chat link -- despite the site "currently experiencing an abnormally high volume of traffic."

I applied on fresh job 2 minutes ago and its on my Proposals page now. My best suggestions for you are here:-
Clear your browser cookies and login in again to system. Sometime browsers don't update data accordingly due to save cache 🙂
If still the problem exist then you may check it with different browser.

It is working now. It appears there might have been changes to the Proposals page. I suspect that the Upwork CDN service might have had something to do with the accessibility issue.
I had already cleared cookies, etc. Tried three browsers on each of three computers. All failed previously. Maybe it was a DNS issue on my end.

It's not working for me. Cleared cookies, cache, etc... still nothing. Tried on multiple browsers. This is so frustrating. I'm trying to post a project.. can't do it. Can't edit it either.
