We were unable to save your application because your account is suspended

Hello! I'm an agency business manager, when I go for submitting my proposal , I saw that "we can't save your proposal, because your account is suspended".
then I go back my home page & didn't see any suspens message in my account.
Then again I go for submitting another proposal & see the same message.
What happen?
What should I do!?

I did a reference to our develoeper and then submitted a cover letter. When I push the Submitt button this message is appeared. And this message appears for every referenced developer. I don't understand the reason and how we can manage it. Thanks!
