I've done some searching here, but I haven't found anything that answers my question directly. I see that some people posted that they had 13 out of the 16 top rated eligible weeks, but they didn't meet other requirements of the top rated program. https://support.upwork.com/hc/en-us/articles/211068468-Become-Top-Rated
If that is possible, what are the drivers behind top rate eligible weeks since it doesn't include all of the top rated requirements? In theory could someone start earning top rated eligible weeks from the first week they were in the rising talent program? Or suppose they became rising talent, and then earned $1K the next week. Would they then start accruing top rated eligible weeks only after they earned that first $1k?

In this help article, you will see how the Top Rated Eligible Weeks are computed for. To quote from the help article -
"To earn Top Rated status, you need to maintain Rising Talent status or a Job Success Score (JSS) of at least 90% for at least 13 of the last 16 weeks. The Top Rated Eligible Weeks metric keeps track of that progress looking at the last 16 weeks as a rolling window. The count is updated every Saturday."

I have a question.
Top Rated eligible week means maintain JSS greater or equal 90% or greater than 90%?
I found from https://support.upwork.com/hc/en-us/articles/211068468-Become-Top-Rated
It says greater than or equal 90%, but I also found from some comments from moderator that it is greater than 90%.
My current JSS is 90%, so I want to confirm about this.

You can't increase your eligible weeks until your JSS is at or above 90% - so the only solution is to improve your JSS by completing contracts successfully.

Okay....see your top rated weeks as boxes on a conveyor belt.. The conveyor belt has 16 boxes....if there are thirteen boxes that show eligible weeks, and three empty spaces showing weeks where your rating does not meet eligibility...the conveyor belt slowly moves, dropping a box (or a space) adding a new box (for eligibility) on the one side...finally, after a period, the empty spaces (where you are not eligible) drop off, to be replaced on the other side of the belt by a box showing eligibility. Does that make better sense?

Regarding rising talent and JSS. You do not have a JSS AND rising talent. It is either one or the other. Once you have the required contracts and a JSS is awarded, you lose the rising talent badge.

Hi
I have been 96% JSS for a long time now. Last week i was 12 weeks eligible. My weeks should have increased last saturday but they did not. I was in the clear. My earnings are over $1k and I did not see the weeks increase to 13. That is two weeks now that I am going to be 12 out of 16 weeke eligible. What is up with that?

Top Rated eligible weeks are calculated by a rolling window and it can take some time for the weeks to update.
It may not increase every week when you are eligible but only when a non-eligible week falls off of the calculation and an eligible one is added. We have a very helpful graph at the bottom of this article with more detailed information.

In order to maintain the Rising Talent status, you should have worked, applied, or have an accepted invitation within the past 90 days. So the only way for the weeks to start counting is to maintain either your Rising Talent status, which you need to maintain by continuing to do great work on the platform, or by continuing to do great work for your clients when you already have a Job Success Score of >90%.
So every Saturday when it updates, you should have maintained either your Rising Talent status, your Top Rated Status, or your Job Success Score of 90% and above.

Yes, in my above statement, I'm using the "/" to mean and/or. I understand how the rolling 16 weeks work, but I'm curious what makes the first eligible week eligible, regardless of how many weeks a freelancer has been on upwork.
Here's an example: I have been a member of upwork for 9.8 weeks. For 9 full weeks, I maintained a Rising Talent badge. On week 10 (which hasn't been completed yet), I received my first JSS (over 90%). However, looking at my eligible weeks, it only lists 4. Therefore, simply reaching/maintaining rising talent and/or >90% JSS can't be the only factor, unless the system somehow made a mistake on my stats, which I highly doubt. So, I'm just wondering what other factors contribute to making a week eligible. Is it having at least one (successfully) closed contract? Is there anything else?

In this case, you have not had a 90%+ score for 16 weeks yet. Once you have been around for that period, and if your score is in line, you should get your account adjusted automatically.

It means that your JSS is 69% (poor) and that you currently have 15 out of 16 eligible weeks, but those will decrease as you are adding non-eligible weeks to your 16 week window while your JSS is below 90%.

I have 2 of 16 top rated eligible weeks on upwork as my JSS is 100%.
How can I find which weeks these were? I am assuming it is the last 2 weeks but not sure how to find this?
In addition I believe that the jss is a result of my longer term contracts and reviews. Is there any way that this will decrease as these contracts will continue to roll on as they have been.

Hi Anthony,
There is no way to check which weeks they were. When your count doesn't change, it is generally because an eligible week is falling out of the calculation while another is being included. Once non-eligible weeks start falling out of the calculation you'll see an increase in the count. Check out this help article to find a helpful chart explaining this process.
