What does the active candidacy means?

I have one active candidacy, but wahts its mean? 
One more thing I submited three proposals but showing me two one at candidacy and one for applying propsals. where goes to third one?

Active candidacy: You are in discussions with the client, but not hired

The third proposal is probably already archived (you weren't hired)
