What does the number after "Hires:" mean?

Hello, could anyone tell me what this mean? 

When you click on job post, you will see job details with this topic "Activity on this job" by the end of the page.

Under the topic, you will see "Hires:" followed by number. 

If the number more than 0, does it mean this job has already been assigned to someone and I shouldn't apply for it?

It means the number of people hired from that job post. It does not necessarily mean the client is not going to hire any additional freelancers.
