I applied for a project and saw a warning at the top of the proposal page
"You may still submit a proposal, but the client will see that the proposal does not meet the following criteria:
What does this mean?

Some clients put a certain number of billed hours as a criterion for your proposal.
If you don't meet that criteria (say they set it at 100 hours), then you'll receive that message.
This only includes hourly contracts where you've billed clients by the hour. It does not account for fixed rate contracts.

I always find it odd that clients offering a fixed rate job even will have that "logged Upwork hours" requirement. Um, I work for fixed rates; I don't HAVE any logged Upwork hours! I think they believe it is proof that you aren't a newbie, but they don't understand that you could have been working on Upwork for YEARS and not have a single logged hour. What gives?

That means freelancer have to finish the job within that hours criteria (say UpWork Hours : 100 hours). If the freelancer finish the job within the hours for moment say UpWork Hours : 30 hours, would the client pay? there is no odds except the bill is high than the client's exppection.

The Upwork hours mentioned in the job post refer to the minimum hours that the freelancer has worked on Upwork.
This means if 'Upwork hours: 1' is an eligibility criterion for a job, you need to have worked for at least '1' hour on Upwork previously.

After login, Upwork Job Feeds page default page will open on this page in right panel there is option "Availability" here you can change.

You cannot 'set up' hours.
You need to work on hourly contracts in order to build your Upwork hours.

What does "hours needed" mean?. It is usually visible when jobs with hourly payment are saved then viewed from the "saved jobs" tab on upwork mobile app.
